I have checked for viruses and malware using Bitdefender, Malwarebytes and Ccleaner and have found nothing. I have deactivated all background programs and even tried testing in safe mode with networking and still get the slower speeds. I downloaded a utility called iperf that tests speeds between 2 computers, using my Plex server as the host and my other computer as a client and get normal transfer speeds for my gigabit connection, around to mbps, which makes me believe that the network adapter is working correctly.

I have updated the driver for my network adapter. Uninstalled and reinstalled it from device manager.
